Refill and Count are intentionally different
Refill adds quantity to the existing Shelf Stock. Count replaces Shelf Stock with the merchant’s physical observation. If the confirmed shelf count exceeds Total Stock, GroceryBilling can raise Total to match reality.
Thresholds create attention, not restrictions
Business defaults can be overridden per item. A low or critical shelf never disables customer purchases or counter billing.
